Use 4 maxed and 2 low levels. Put the low levels in front so they attack the enemies first. The higher levels will finish them.

Route 3, if you've reached that point. Since it's a level with a lot of Pokemon and you can't lose since there are no rare candies. Otherwise I'd work from the beginning and keep the Pokemon in question near the beginning of the level, with a few higher leveled ones as support in case it misses some.

Here's what I usually do to level up two low level pokemon simultaneously.
Viridian Forest Team: Pokemon A (low level) Pokemon B (low level) max Beedrill max Beedrill lvl15+ flying type (Pidgey or Spearow, or their evos) lvl15+ flying type
On each half of the Viridian Forest map, there's room for three pokemon. Pair up each low level pokemon with one Beedrill and one flying pokemon on each side and there ye go. I say Beedrill because I'm fond of their multiple hit attacks, but honestly any high level pokemon could substitute. ; )

You should put all low levels at the start of a level so they get a chance to attack and gain exp, then put a high level at the end to prevent loss.

The very best possible way to level a pokemon is to use Ivysaur's body slam in coherence with one other pokemon that can use a defense lowering attack, such as tail whip. Put these on Route 3 as a pair and it will miss maybe 5 mobs out of 150.
From level 5, takes me about 20 minutes to max a pokemon like this.

More $$ I tried Both these method and both work brilliant but instead of another high at the back i found another low was sufficient to kill all mobs and also gain levels really fast got a few 20s this way xD

VF1, bring low level up front, put pidgeotto in back with whirlwind.
And then put one strong guy in the back to catch the ones that escape.

I usually use VF2 with 4 lvl 20 fearows using aerial ace and 2 pkmn that i want to level. The pokemon that i want to level i usually have using a support attack like leer so it hits everything as the fearows kill everything.
