I had a sneaking suspicion that if you don't evolve your pokemon, they will learn the moves faster. Proof: Charmander learns dragon rage at 16 and scary face at 19. Charmeleon learns DR at 17 and SF at 21. So...if you evolved your charmander you won't have scary face until the level cap is lifted. By not evolving, your pokemon will know the better moves sooner and if there is a level cap you might just be able to know the move in time!!! Just something to consider before you evolve...

But is yours shiny? That may be why it did learn it so early since I asked a few people and they said theirs did not.

In general yes, Pokemon do learn moves faster in lower forms, however they aren't as strong. So it's always based on the preference of the person as to whether to have a stronger pokemon with less moves, or a weaker one with quicker acess to stringer moves.

Is it a fact however in THIS game that the evolved forms are stronger? I obviously don't evolve in this game so let me know if you notice a marked difference and not a placebo effect.

I haven't tested evolution specifically yet, but to give some intuition, if you take a lvl 20 nidoking and a lvl 7 nidoran, both using peck, and take it to Oak's lab, you'll find that the nidoran must attack 3x to kill one rattata, and the Nidoking kills a rattata per attack.
Of course, this shows that lvl differences increase attack power, but if Sam put in this sort of difference, I would suspect he also put in a power boost for evolutions. Someone will have to raise two evolvable pokemon to lvl 20, one evolved, one not, and test to see.

That is interesting... do Pokemon even have individual stats? Is there a difference between Lv.19 and Lv.20 as long as they don't learn another move?

Yes there is a difference. I just did an experiment with a lv. 9 jigglypuff and a lv. 9 wigglytuff. jiggly takes 3 to 4 moves to kill a pidgey, wiggly takes 2 to 3. Also strength goes up with each level, this is confirmed by sam.
