Q:Where can abra be found? A:Cerulean Gym. He is a rare. If you go through the whole gym twice (all 20 stages) you will usually run into him every other game. Q:I Can't find him! What am I doing wrong? A:You probably have too strong a pokemon at the top corners. Most pokemon will one hit him, so you wont even see him coming Q:What do YOU recommend for catching Abra? A:I recommend at the 2 top corners having a poison pokemon, and then at all other slots a double slap pokemon (any level). Double slap takes health down extremely slow so it is a safe bet. Q:Does Abra have to be able to teleport to another spot to gain exp? A:No. Abra can stay in the same spot and still gain exp. Q:Where should I train Abra? A:Some people think viridian forest 2 because of how long a level is. That is incorrect though. The proper area is Cerulean Gym. Put him in the middle. Then play the level like you normally would trying to kill all of mistys pokemon. You see, like all moves, for abra to get exp, he has to "attack" a pokemon. Teleport still "attacks" in its circle. It just doesnt hurt any pokemon. Cerulean Gym is the best level because Teleport will almost ALWAYS hit a pokemon since he is in the middle. Levels like viridian forest require him to be at the right place at the right time. In Cerulean Gym, you just leave him in the middle, and fill up all other slots, then slaughter misty. Q:Any other tips? A:Have Patience. Its a long trip from level 10 to 16.

Jynx with Heart Stamp will also drop Abra into the red, and possibly flinch it. Unfortunately, Jynx is pretty useless on everything else in the gym. The same may go for Psybeam/Confusion, but I haven't checked.
It's worth having a slowing tower in the middle, too. Thunder Wave/Glare works best, because of the chances of being fully paralyzed.

I dont like moves that ONLY work for abra because most of the time you will be so busy attacking all the other pokemon that abra gets away without being touched. Thats just my luck though.

The best is in Mt. Moon 2, you put all the Pokemon in the last square down, and open it in at first. Abra uses teleport in lot of pokes, and the other pokes kill: D

What im doing while leveling my S Abra to 25 is that im in Cerulean gym and I have Golem in the middle, Alakazams in the bottom and Abra at either of the top slots and I fill the last one with something else I need to train, which for the time being is a S Caterpie.
