When Missingo levels up it doesn't always "evolve" into Kangaskan. It could evolve into multiple pokemon like Golduck or Rhydon. (The one I had in my old games evolved into Rhydon.)
I thought Missingo happened because it needed to be a placeholder for something and something happened.
(Also fun fact, Missingo's base attack stat is 136.)

guy1- humm, what if they are all noobs, and, when they are in cinnabar island, they want to learn how to catch a caterpie?
guy2- lol, then we will own them with a glitched pokemon, poor noobs....
