My shiny magikarp is lvl 19....i'm just wondering....should I train it to lvl 30 for flail? is it worth it?

it is so worth it my s. gyarados can nearly do mt moon 2 by its self when there is only 1 candy left:P

I guess it depends on what your strategy is. If you plan on purposefully losing candies to raise Flail's attack power, then be warned that you run the risk of possibly losing if a Pokemon (somehow) gets through. Flail seems like a completely situational attack, but from personal experience, I don't let anything get through, making Gyarados with Aqua Tail much more suitable.

It's pretty powerful in a pinch, but against most things, aqua tail seems stronger.

evolve it right after you learn the move and then use move relearner
