Challenge Level 4 (Cerulean Gym): Kyogre returns

Level Summary
That’s right, Kyogre returns for another round, only this time, it is a direct confrontation between you and the legendary beast of the oceans. You have to prevent Kyogre from taking the lone Rare Candy by using your experience as a trainer to the fullest.
Level lay-out
A direct confrontation in a straight line. The trainer versus the almighty beast. The trainer is able to send out eleven Pokémon at most (three or four at a time) in order to defeat Kyogre. If the player fails to defeat Kyogre before running out of Pokémon, Kyogre will take the candy and the player will lose.
Starting Pokémon
Ekans (Lvl 25) (Screech, Poison Sting, Glare, Stockpile)
Pikachu (Lvl 25) (Thunder Wave, Quick Attack, Thundershock, Electroball)
Meowth (Lvl 25) (Fury Swipes, Bite, Taunt, Growl)
Bulbasaur (Lvl 25) (Leech Seed, Razor Leaf, Take Down, Growth)
Vulpix (Lvl 25) (Ember, Fire Spin, Confuse Ray, Tail Whip)
Opposing Pokémon
Kyogre (Lvl 40) (Aqua Ring, Water Pulse/Muddy Water, Ice Beam, Body Slam) (One of a kind)
Catchable Pokémon
Magikarp (Lvl 19) (Splash, Tackle)
Reward: Rare Candy (X times, only given out once!)
Remarks
-Since Magikarp can be caught in the level, sending it in doesn’t lower your send-out counter
-Splash will give loads of experience (2 uses for lvl 20, 3 for lvl 21, 4 for lvl 22, etc.)
-Some effects will now be noticeable; Leech Seed will absorb HP and Take Down will cause recoil
-Kyogre can only focus on one Pokémon at a time; Muddy Water will hit all Pokémon facing Kyogre though
-The move Kyogre will pick is random, e.g. it can use a Water-attack on Ivysaur
